Why does Randy Orton punt 'skulls'
Why is it always 'skulls'? not his opponents head?

I'd imagine for more of a dramatic effect.
A punt to the skull or a punt to the head.
Skull seems more painful or something.

Agree with Hegzy, plus maybe saying 'skull' instead of 'head' makes it sound more serious & puts the move over as being more dangerous.
For example if you say "He hurt his head" you're like "Oh right"
but if you say
"He hurt his skull" you'd be more likely to say "Damn!"
