He´s found himself a sweet little earner. Whilst the manager answers to him, Andrew doesn´t appear to answer to anybody. So how do you get rid of him? Only if he chooses to go? When you don´t do a lot and get paid lavish sums for doing so then you´re not going to willingly give that up.
The managers are accountable but he is not as the manager is the public face and no one is quite sure what Andrew does exactly. The reason he has undermined all the managers England have had whilst he has been director is because it deflects nicely any blame away from him.
