I'm going with Martinez since he takes on legitimate opponents and doesn't look like backing away from any challange. The only downside is his age, doesn't look like he will be fighting much longer.

I'd probably count Mayweather as inactive since he will have over a year between fights, perhaps much more, if he ever returns. I'd go for Pacquiao. Martinez would be close, but can't really see what else he can do around L/MW. I think I'd still have JMM above Donaire for now.

Pacquiao gets my vote. I'll keep Mayweather on until May time, if there's still no word on his next fight or whatnot by then, he'll be struck off my list. Clinging on to his number two spot for now, edging out Donaire, Martinez and Marquez.

Pacquaio 1 and Mayweather 2 for me and thats not down to activity, I say Pacquaio wins over Barrera 1 and Cotto personally trump Mayweather's best wins not by much, but Pacquiao shades it for me.

Without wanting to get into the same arguement, i don't (nor you or anyone here) has a crystal ball and can predict what will happen with his legal issues. If he makes noises around May about fighting again he'll be kept in The Ring's list (as clarified by Fischer), although his obnoxious fault if he signs/makes noises about fighting then he'll remain in most people's lists etc

I'm of the thought process that I can base my list on what I want. Even if he his court case was settled today he wouldn't fight within a year from his last fight. With no news of it being settled and no stated intention from Mayweather as to a return I choose to classify him as inactive.

Injuries are accidental, court cases are his fault. I choose to classify someone who will be out of the ring for a year as inactive, why can't you accept an opinion you disagree with?

P4P lists are subjective, the tennis rankings are not. If you see the Rings as official do you just reproduce that when asked for a list? You would query the order of boxers, why not the criteria for inclusion? Once he fights he can get back into the list.

Has to be Pacquiao no.1 doesn't put this forum in good light that people think Floyd should be p4p no.1

I've looked a few different boxing forum recently and even the supporters of Mayweather, who think he beat Pacquiao if they should fight say Pacquiao is no.1 p4p.

I don't think there are any Pacquiao supporters that think Pacquiao will beat Mayweather and think that Mayweather is p4p no.1
Pacquiao has done more in his career and done more recently by some way, the only reason why people have Mayweather as there p4p no.1 is because they believe in their own mind that he is a better fighter, and that mainly down to him being unbeaten.

Yes they are, but the way the voting is going in not in line with the rest of the boxing world.
I know a few Mayweather supporters and a couple years ago we would argue this point, and now they are embarrassed to talk on the subject and they can now admit Pacquiao is p4p no.1 at the moment.
If some could have 2 fights in almost 4 years against one guy who had to jump 3 weights in year at the age of 36 and another guy who was 38 with 17 months of ring rust on him.
If he is the best then this has to be the worst era of boxing ever.

What do you mean 'why?' I'd think the reason why was pretty obvious, even to you. The reason is that more people (only marginally, as it stands) on 606v2 think that Mayweather is pound for pound number one than they do Pacquiao. Now seeing as you've just gone on tirade about how everyone is entitled to their own opinion, why do you continue to be so mystified at this?
As you say, most publications (apart from BoxRec, who you only use as a source when it suits you) agree that Pacquiao is top dog. So do you really need 606v2 to agree as well? Would a couple more votes in Pacquiao's favour on this poll to take him ahead of Mayweather really change anything?

I have no strong opinions on the matter either way and have not even seen half of the fighters on the list but have voted for Mayweather just to annoy D4, to be honest if he lost to Gavin Rees tomorrow would still vote for him if I thought it annoyed d4

D4, you should be so patronising towards the opinions of others. I believe that if they were to fight it would be a relatively easy win for Floyd simply because he is by far the more skilled boxer. Furthermore, JMM gave Pac fits. And if he could do that, then just imagine what Floyd would do.
If by May and Floyd has not fought, then my #1 will be Martinez with Pac 2. The 0 by Floyd means nothing to me.
