It is interesting to note that, although throughout most of the known world, Manny comes in rated at p4p no1 - on this site Mayweather comes in 1 at 23 votes to 19.

Perhaps it is because Manny's greatness has been pushed quite hard on here in the past - and voting Mayweather is in part a reaction to it?

Or is it just that 23 people independently and freely believe, that in spite of inactivity and an inferior resume, Mayweather still deserves to retain his p4p kingship of old?

You should read the last line of the USADA article, no allowances for black out periods or cut offs, so in short they could test any time they wanted but the last blood test was April 13th and Urine was 26th April.
