Hard to give a hint without giving it away totally. It's the name of a place, not a person. i.e. part of the answer sounds like a place that is associated with a famous thief (the thief's name is not famous)

Polos is person's name - if there were 2 of them.
The tennis player's name (not saying if it's first or last name) ends in 's' so I had to to add the 's' onto Polos. If his name had the 's' taken off, I would have put Polo.

The "Quartier Artificiel" is very elaborate but at the Canadian Grand Prix they race on the Circuit Gilles Villeneuve which is on an artifically created island in the middle of Montreal.
