The 606v2 Euro Division
I'm looking to put together a new league over the next couple of weeks and am just this out to garner levels of interest as there are already a couple of leagues out there so I don't want to swamp the section.
Where this will be different to the existing leagues is that the sides involved are entirely made up.
You don't inherit a pre-made European side.
Instead you make your own.
You would initially start with £150m with which to buy a MINIMUM of 15 players and a MAXIMUM of 23 players.
The prices for these players are determined entirely through the transfermarkt website.

But here's where it gets interesting...the prices that are used on transfermarkt are the minimum you can bid, because other people in the league may also want the same person, so do you risk bidding the flat fee or do you bid more (increased bids have to be a minimum £500k more), the other point of note at this stage is that the maximum value player you can bid on is £15m (though you can choose to bid more than the £15m to get the player)
You then get an ADDITIONAL £50m with which to purchase upto 2 STAR players (min 1), though the maximum you can spend on 1 player is £35m.
This will then result in you having a team of a minimum of 16 players and maximum of 25 players.
You then have to name the team, give it a location where they play their home games and send this via PM to myself and Sodhat before the cut off point (to be decided).
Results of who got which player will then be announced and for those that lost out on players due to being outbid, a second chance is available to acquire players before the league starts, and third etc if needed.
Number of leagues is dependent upon how many players participate.
Foreign transfers.
As the only deciding factor for selling a player is cash then there shouldn't be wrangles over if a TP is accepted or not, if you have the cash you can buy!
TPs though will only go through once a week on a Sunday night for the week ahead.
Max transfer value for bringing in a player from foreign transfers is £15m in Season 1.
You can only make 2 foreign transfers per week.
Domestic transfers
Players can move only twice between domestic clubs per season, once they have moved twice you will have to wait until the following season to sell to another domestic club.
They can though be released or sold to an outside club.
For anyone that joins the league after it begins then the following rule applies for the first two weeks:
Transfers between 2 domestic clubs must be within 20% of each other in total monetary value. So for example if Team A wish to buy a player from Team B worth £10m then they must offer between £8-£12m in player/cash value.
Note that once 2 weeks have passed then the manager is allowed to but and sell as they please but this rule is in place to combat the usual bombardment of silly offers that litter the new managers page.
Injuries
Injuries shall be announced once per week on a Sunday night, they shall consist of 2 players, one based from the team picked for the previous weeks game and one from the entire squad.
Tactics
Each week you shall play 1 game, either league or cup (no more than one game per week though), tactics for this game shall consist of a team sheet, injuries for your team, if your team is home or away and a maximum of 15 bullet point lines worth of team instructions.
As well as the tactical instructions you are allowed 2 extra lines of a team talk to motivate your players, show your worth not just for tactics but how you build players up for the game!
Cash
Each week you receive 2m for a win, 1m for a draw, zilch for a loss.
You also receive an extra £1m per week for ensuring your tactics are handed in on time and you've voted on the results.
Each week there shall be a £1m cash bonus to the team voted best tactics.

Once ALL team sheets have been handed in they shall be revealed and obviously there will some players who appear on at least one squad, the team that has bid highest gets that player, those that didn't then get a 2nd opportunity to buy a new player.
To make things fair the league runners team sheets will be compiled first and sent to the other league runner to avoid any possibility of league runners outbidding others questionably.

The star player kitty is £50m
This can be spent on upto 2 players though no one player can be more than £35m in value.
The players values are entirely based on transfermarkts valuations.

Exactly! None of the top players are available thus hopefully keeping a level playing field for as long as possible and not resulting in it becoming immediately, oh he has Messi on his team sheet, therefore he wins.

Yes you can, that's the risk you have with players.
Bid the exact fee and you run the risk of someone else bidding more, but bid more on a player and no one else shows an interest and you've wasted money you needn't have paid.

Not just yet thanks, need to see how many people take part and then assign runner roles.
Once that's done then need to get the leagues picked so you know who to send squads to, then for mine and the runners to do our squads prior to anyone else in the interest of fair play (as if people are sending me their team sheets I'd know how much to bid to get players)

Macs, it is going to be the "oh I didn't think of him" scenario. Go for the usual suspects and you might miss out through a low bid.
There are a lot of hidden gems that people might not have thought of.

I went with the approach of 10m a player as the basis.
Then I realised I needed more cover in certain areas when I had just 1 spare defender. Added some, blew the budget.

I am going to perfect them tonight.
Way I see it you need 2 GK's, 4 FB's, 3 CB's, 3 CM's, 4 Wingers and 3 CF's
That makes 19. Get some players that can cover two positions and you are laughing.
EDIT: I may go 4 CM's as there are different types (CDM, AM). I would still go for 3 CB's though. So that makes 20

I don't actually think you need the 20% ruling. Reason being that the way this whole league is being set up means that it should be pretty even across the board from the start. Fact is if you are stupid enough to pay way over the odds for a player (and believe me I have done it) or sell them for a stupid low price, then that is all part of being in a league. I know you want to make it fair, and it will be fair the way the league is being set up, but you have to make it competitive as well.
Another problem is transfer involving more than 1 player and player swaps......its is going to get messy.
I think their should be a transfer cap (maybe 50M). But a) I don't see how any player in the league (with this format and the 25M star player) WOULD be worth or wanted for around 50M and b) I don't see how someone could raise that amount of surplus cash anyway.

Afro has come up with an ideal solution (cheers!)
Any new manager has the 20% ruling applied to them for the first 2 weeks, this hopefully eliminates the hyena tactics (that I myself employ) on newbies. After that it's fair game.

I think Twist is right for the managers from the start, but putting something in to protect future new managers from getting fleeced before they realise the true value of their players, is a good idea.
