It's about time that that Jeff clubs should place
1. NEQ players in nominated squads should be limited (to say, ten).
2. NEQ nominated23s should be limited (to say six).
This plan clearly would have to be factored in over a few seasons.
The Jeff should not reflect the footy Premiership imo.

AP sides are only allowed 2 'foreign' players on the pitch at a time. Strangely however, there are a lot of countries that do not count as 'foreign'. In short, all EU countries do not count as foreign, nor do the Pacific Islands, and nor does South Africa. Not sure about Argentine.
The only players that I know for certain are classed as 'foreign' are Australians and Kiwis.

Yeah, that's what I was thinking of.
I believe that cricket, which had become flooded by South Africans following an obscure EU legal finding (if it 'Kolpack'?) has found a way to limit the number of South Africans, although I'm not sure of the details.
Though to be honest I don't think it is necessary for rugby to follow - there are loads of EQed players getting game time, loads of young EQed players getting game time and the national side has clearly increasing strength in depth in basically ever position.

The French limit the number of foreign players by using a qualification to eliminate them. To be eligible to work in a French club as part of the quota they must have been already in a French club for five years or have spent three years in a French academy. Obviously rugby players could spend three years in a French academy to get around it but for the most part it works as a legal way of limiting/ excluding foreign players. This could be done in any country.
