How about similar to the NFL there are Coach's Challenge for the TMO to look at rather than Ref's?

I think that might be the way it goes eventually, but it would require a rethink of the primacy of the ref, which is pretty fundamental to rugby.

Stupid idea, more delay in the game. What makes rugby exciting is the tempo it's played at. It's not American nonsense.
