U21 DOB as born on or after 01/10/1991.
A minimum of 6 domestic players must be included within your squad at all times.
A minimum of 3 u21 players must be included in your squad at all times
A minimum of 2 domestic players must be on the pitch in tactics at all times.

In which case, the rule is 3 as

1) that is almost what it says on the rules, and;
2) that is what I believe most have been working too.
