Chairman Moore is trying to get people to fill this in as apparently the IRB don't think fans are that bothered with the current scrum situation "elite refs say general rugby base don't see scrums as priority problem- I want to show they do."

I for one am not going to subscribe to any random poll outside v02 without knowledge of the initiator, the organisation and a rationale of the questionnaire.

For instance the poll presumes a difference in laws between the elite and other levels of the game.
