If your being picky, Wikipedia tells me that Gangnam style was number 1 in Germany in early 2013. That means it's not a wrong answer doesn't it?

Alright Rules for TP increases I guess.

Period for bidding will open once lawyers the week prior to the increase have been posted.
The period for accepting bids will be over 1 hour after lawyers are posted the following week
Bids will be made by PMing me the player, a link to the TM page, and the amount bid. Minimum bid is the players TM value (before someone goes for that loophole)
You actually have to be in possession of the money used to make a bid.
You can bid for 2 players, both have to made in the same PM, and you have to have to the money for both.
The latest PM sent will be the one accepted.
In the event of 2 bids being of the same value for the same player, the first one made will win.
Only players that will become available after the increase are up for auction, anybody else can be signed freely.
Any players that are not bid on become available to sign at any time.

Sounds pretty comprehensive GSC. You have a week to make bids beforehand, then 1 hour after Lawyers offers come in.
