The IRB: If it can't trust its judiciary, can it trust its police?
After the Horwill case, the IRB felt (rightly or wrongly) to enforce a review of an International citings judgement.
Now apparently the Rugby Championship is proposing to play International games outside of the (scrummaging) Laws.
It may to some seem as being the equivalent of being done for doing a legal 40 when next month the limit will be 30.
I like the police to uphold the current traffic laws and not the ones shortly to be introduced.
Policemen with integrity will do that.
Policemen pressurised by their sergeants who in turn by their chief constables, prodded firmly by local politicians will reluctantly comply.
What should the Law makers do?

Absolutely not CJ.
The law was trialled on test circuits. It now will be introduced for public roads (including motorways) in September.

If you know the laws are going to change, and all interested parties agree, why would you want to wait?
The IRB doesn't set a date in order to stop people changing ahead of the deadline. The deadline is there to make sure that everyone is ready in time for the changes.
If everyone is ready ahead of schedule, what's the problem?
