another rules query
Playing partner was hitting his 2nd shot to a par five.
Has a practice swing and toe ends his ball by mistake.
Ball hits his trolley ....
He then assumed he had a penatly for hitting his trolley and played the ball from where it was.
I thought he should have had a penalty for moving his ball accidentally
no penalty for hitting his trolley
but then a penalty for not replacing his ball ...
?? any ideas?

Tricky one, but he didn't intend to make a stroke and so no stroke was made, and whatever happens after that doesn't matter. However he did make a ball at rest move, so it's a one shot penalty and he must replace the ball (18-2a).

I had someone tell me at the weekend (a committee member no less) that local rules on the back of a scorecard are inapplicable if playing a Qualifying event

So it's not just me then Barra :P
Seriously he argued and argued with me that for any qualifying comp it had to be (and at this point started mumbling as he was clearly unsure what he meant) played to CONGU/EGU/R&A/RoG rules and that these overruled any local rules.
I asked him if he'd ever removed a stone in a bunker during a comp and he looked a little confused, but was still insistent

Busted, you are pretty much right. The issue is if he carried on hitting the ball when he should have replaced it - which I assume he did.
Best to dq himself I'd say.
