Giggs' goal was incredible, even more so in the context of the game, but Danny Wallace scored a better goal than that. I think you have to judge goals based on the goal itself, not its importance. Else Gotze's goal in the World Cup Final is the best goal of 2014, which it clearly isn't.

Charlie Ntamark scored the best own goal ever, better than Giggs. Walsall vs someone, I forget who.

The question is whether a goal is the best irrelevant of where it was scored, like in a dead rubber spurs vs burnley game or if the big occasion matters, the context of it all. Personally i think that the significance of the goal is crucial to make it the best.

I love the way Ntamack throws himself to the floor after the OG. Is that as good as the infamous Traore one v Burnley though?

For me I judge the goal in its own right primarily. The context of the goal has some bearing on how much we love the goal, but for me it doesn't have an impact of the "best" goal.

The "greatest" maybe, but not "best" for me.

If context increases the value of a goal, then we're looking at a shortlist of Gotze, Iniesta, and my winner, Solskjaer. None of those three would make my top 1,000 goals of all time though. One of my favourite goals ever is Andy Linighan for Arsenal in 1993, but it's not in the top 50,000 in terms of quality.
