Women;s premier 15 final!!

Premier 15s final: Focus on England-qualified players to increase in future
I do not agree with this at all.
It smacks of racism in my book. Why focus on England Qualified players only?
What about Welsh Scottish, Irish players who play in England.
In my opinion the premier 15's should be avalible to ALL players no matter what country, they are from or if they are England Qualified.
What is your opinion on this?
Do you think it smacks of racism against none England Qualified palyers
