I suppose he will be
Unless he is in a match with cena, but that hasnt stopped people being the rumble aswell in the past

I would like to see Cena vs Kane for the right to win the 30th spot, the loser gets 1st spot. Kane loses but dominates the rumble, eliminating half of the participants and finishes in the final 3 to lose to Wade Barett or Sheamus.
