Is that now official or just a bit alleged? The Welsh U20's issue seems to be a matter of signatures and audit trails.

Portnoy, it's been official for ages - the question is one of opposition and, perhaps, procedure. Nothing more.

It's official, however you can play for the Wales U20's and still not be tied to Wales, you are only tied to Wales if you play against an opponents under 20's team who also designate their U20 team as their second team.
So basically players are only tied to Wales from their second team if they play against France U20's, as they are the only other nation who use their U20's as their second team. Though of course it's confusing as France do sometimes run an A side...
A union must nominate their A side with the IRB.

Its official but I reckon its a load of old horlicks.
