Thomas, who left the governing body having replaced Steele as acting chief executive in November amid threats of a special general meeting, had been criticised for leaking confidential information, breaching confidentiality and having “inappropriate contact” with a senior job applicant.
A subsequent independent report compiled last November by Charles Flint QC however concluded there was “no solid evidence” to support misconduct charges against Thomas.

The interesting word there for me is 'solid'.
So the Review Body headed by a judge came to one conclusion & another judge came to a different one.
