There's all ways one. The scarlets backline is out standing and all welsh not many clubs in Europe can say they have a full welsh/english/irish/French backlines and all apart from 1 have a number of welsh caps and are all really young

Another pretty good attacking backline.
Whilst I would say the Scarlets backline named in the op is pretty good, it isn't streets ahead of what the other regions can offer, and seeing as we are rumoured to be losing possibly up to three of thos lads, with only Steve Shingler coming in, it is believable that we could end up with one of the weaker sets of backs in wales.

That's leaving out Pyrgos, Jackson, Horne, Seymour and probably a couple of others, also the chances of the likes of the Scarlets and Glasgow keeping these sorts of sides together long term is very slim, the big wages, beaches and hard ground will come calling and unless there is something forcing them to stay they won't, I think Wales need to bring in a similar rule to England but maybe not as strong because, from what Jim Hamilton said, it would be a choice between your country and future, he claimed that his deal in France was four times what he was paid at Gloucester and would offer him lifetime security financially, as the captain he must be one of Gloucester's higher earners, if I were the WRU I would bring in a rule saying that anyone under 29 playing outside of WAles wouldn't be considered for Wales unfortunately Scotland have no control over where their players play.

i dont understand the wru they made a profit of 60 million last year what the hell is wrong with bringing in the law you cant leave until 30 and starting more money into the clubs and help with the contracts of the bigger players

The problem with these threads is that the young Scarlets backline, for all it's promise, didn't cover itself in glory in the Heino pool this year, so it's a difficult claim to substantiate that they are "the best"

Perhaps the best when not taking facts or reality in to account?
As shown above nearly every team in every comp can field a young backline of quality players on paper, I'd say only Leinster have proved they can win with a homegrown backline though (maybe Quins).

ASBO - we can blame our pack for letting our backs down. In the past we had no pack, and now we have a pack that just want he ball up their jumpers.

The Scarlets pack is likely to be the main attack for the region next season, its the strongest the front 5 have been both 1st choice and replacements in years. I would expect them to do well against the majority of packs in the Rabo but still think they will struggle against the top packs in the English and French leagues.
The Backline however is likely to have 2 inexperienced 9's in Aled and Cawdor, 10 will be strong with Rhys and Steve Shingler, 1st choice center's look good as long as we hold on to Scott (not certain by any means) but who will be the cover with both Warren and Maule out of contract?, With Fenby gone and North looking like going then the most experienced Wing we have would be Phillips who IMO is nowhere near a regional standard wing as his defence is woefull, there are 3 good young prospect available in Evans, Ford and Aaron Warren but the Scarlets have not yet even succeded in convincing Warren to sign (may have something to do with the way his brother has been left out of the squad), at least we have 2 good options at 15 in Sanjay and Owen.
Not a poor back line overall but hardly among the best in the league.

I think you could argue the scarlets have had the best team to leave in the last two seasons
Stodds, Fenby, Lamont, Williams/Maule/Warren (on is going), North, S Jones, Knoyle/G Davies (one is going);
I Thomas, Rees, R Thomas, Day, Reed, Welsh, Timani (is meant to go), Morgan.
