Pretty good article, but what got me is the football refs says cards for dissent are down. But watching some games it's rather they don't want to issue them instead of incidents going down

Which is pretty much what they are saying in the interview too.
Difficult to deal with dissent as a referee, the too sports have a varying culture. Rugby has always been respectful of the ref, football less so.
Though I see a footballing culture creeping into rugby, season on season you see referees give a certain player a telling off for their constant appealing and banter.
