Has to be Mike Foley at the moment as Ryback has only been in the E for 5 minutes and has not accomplished anything on what Mike Foley has done.
Foley was the best hard core legend ever and Ryback is not a patch on him and still has a lot to prove in my eyes.

I went for Foley because Foley is god! Seriously though, he's awesome and someone who you can really tell loves the business and the fans...he gave a middle finger to the musclebound stereotype that Vince wanted and showed that talent should go further than looks.

Went for ryback as surely the point of this tournament is right now? Plus Foley to me will always be a glorified stunt man

Foley for me is one of the all time greats, to say he's a glorified stunt man, for me at least, is nonsense, he was an awesome talker and with a very under rated brawling style of wrestling.
The fact he was able to play 3 gimmicks off one another so perfectly was another string to his bow, and something I don't think may guys could pull off.
Ryback for me again is no where near as bad as some people make him out to be, ok he's not the second coming of Randy Savage, but he's not nearly as bad as the likes of Kozlov, Khali, Gonzales or any of the other really crap big men that have come through WWE.
I'm really struggling here, I'm a real stickler for criteria and often struggle to make my own, Foley was clearly a much better talent than Ryback, but he can barely walk now....
I'm going to need to think about this.

I've decided the question is 'whos better' not who was better, so Ryback it is.
Still Foley's one of the ATGs and I really don't get Gregers 'glorified stuntman' comment, Foley was a lot more than KOTR '98

Maybe it's just me then, for some reason I've never really connected with foley like I have with other wrestlers. Glorified stuntman might be a touch harsh but given his predominantly hardcore style which ive never been a huge fan of, or maybe that I'm more of the smack down 6 way of thinking.
All times great? For me id still have to agree but for different reasons based around his importance to the business. A level below edge, rock, Austin, angle etc but still right up there

I'm also a fan of the Smackdown 6 and technical wrestling etc, but I think Foley without the weapons in his hand is still very underrated by a lot of people, he obviously wasn't technically gifted but he was a very exciting brawler, the best example I can think of being his matches with Vader in WCW, not hardcore but brutal and thrilling, also his matches as Mankind with HBK at Mind Games and his matches as Dude Love with Austin post WM 14 are very good bouts, that I wouldn't consider hardcore and show how athletic Mick was pre-KOTR, which drimatically altered his style and forced him to fall back on props and personality to keep going.
He also worked well with younger talent, Orton and HHH spring readily to mind, but I know a lot of people credit Foley with improving Undertaker as a worker no end.
He was also tremeundously versitile on the stick, over the years he's done Cactus Jack, face and heel, Mankind, face, heel, funny, sad as well as Dude Love, face and heel,
Corporate Dude Love had no right to be any good, it was such a stupid idea, but it was a riot, some of Foley's best work for me, he nailed an identity crisis with 3 characters he created in his head and some how made it work.
Combine that with some of his more famous hardcore matches and promos, like the anti-harcore series from ECW, and for me that's one incredible performer.
Obviously it's each to their own, but personally I can't think more of the guy, I love Rock and Edge but they don't come close to the hardcore legend for me.

Foley is my favourite of all time, although arguably that bounces back and forth with Taker depending on which one im talking about at the time. I voted Ryback cos he is better for the company right now
