In a shock move the IRB have ruled to remove New Zealand, South Africa, Australia and England from the Rugby World Cup, as the Top Four (currently) ranked sides in the world and the only winners of the Rugby World Cup, the IRB stated that they wanted to stimulate growth in the global game. By doing this a direction was taken to have a World Cup where a guaranteed new Winner would be engraved on the Webb Ellis Trophy.
The eight competing sides selected to compete for the right to be crowned the 2015 World Champions are as follows:
- Wales
- France
- Ireland
- Italy
- Scotland
- North America
- Pacific Islands
- Argentina
With the Top Four sides not competing, their players will be allowed to be hired by particular nations for the World Cup. Each side will be entitled a budget to spend on players that are not included in the 31 man squads announced by each side. With the potential to bring in players the IRB announced they would increase squad sizes to 35 players, but the squads must never become smaller than 28 players at any point.
The eight teams will be split into two groups. The group stage will be the usual round robin format where each side will play each once. The top two sides from each group will progress to the Semi Finals, with the bottom two sides of each group being placed into the Rugby World Cup Shield, with the right then to dictate where the next World Cup will be held. The First round of games will be announced once the initial squads are announced. (Each nation will start with the actual RWC squad, apart from North America who can pick a 31 from both USA & Canada squads, and Pacific Islands who can select a 31 man squad from Fijian, Samoan & Tongan squads.)
Those managers that have indicated their wish to be a part, I will randomise numbers and assign to managers to create an order that managers can pick a side. This order will be announced at 1600.
Budgets for all sides will be confirmed once all nations have managers.

The order in which teams will be selected is below. If you can all create a topic in the Sports Gaming area, I can try and create a homepage which will then link all your pages. Looking at getting all squads confirmed ASAP and a deadline will be announced once we are closer to confirming who has which side.

What are the timescales? How does this work...

The only two sides that can pick players are North America and Pacific Islands, and they can only select from their corresponding 31 man squads.
