iOS9 - Any problems Empty iOS9 - Any problems

As the title suggests really - I updated my apple devices yesterday. Two were fine but my wife's iPhone 5S appears to have frozen mid upgrade although the on screen messaging stated upgrade was succesful. I have turned it off and back on again and it starts to take you through the set up screen but after asking you to confirm a Wi-Fi connection it takes you to the lock screen and is frozen

Any ideas?

Happened to a mate at work. It is a con, all over the internet. Basically the older models freeze when you try to update to iOS9. You are left with a choice of having it repaired for £160 or upgrading to the new model (at a cost).
