Depends what you mean as "best". Do you mean most effective, most aesthetic, most consistent?
I presume you mean best looking, rather than the one that gets the ball in the hole in the lowest number of strokes.
I like a swing that is smooth, has a nice tempo and is a stylish swing, so for me Luke Donald, Cabrero-Bello, Ogilvy, Couple and Els are all in there.

I think Rory has the best combination of looks, power, elegance, athleticism but if it was a purely aesthetic selection I'd go for Adam Scott or Big Ernie... or even Montgomery in the day.

I never liked Monty's. Don't know why, but I always thought it looked like a disaster waiting to happen, which only happened very, very rarely to be fair.
I like Rory's but probably for the explosiveness of it combined with the apparent ease with which he keeps it under control.
Scott's swing is visually most pleasing to me, with notable mention of the tempo of Els.

Ryo Ishikawa's swing is easily as elegant to watch as McIlroy's and has to be up there if we're talking 'pretty' swings.

I voted for Ko because I have never seen a swing where everything is so well synchronized. At no point does it seem that any body part is in the wrong place and preventing a fluid swing. The order in which things move on the way back and then on the downswing just looks perfect.
I think her swing is pretty similar to Louis's swing, so I could easily have voted for him as well. In both cases it doesn't appear that the are having to wrestle the club at all, it just falls into a perfect position to hit from. Even Rory looks like he has to manipulate the club a little bit through impact.
Aesthetically Ko just has a slightly more athletic posture and that is what decided it for me.

Not at all MPB, but for the reasons stated above.
If you wanted to do down the Davie route a go by results instead of aesthetics then a strong case can also be made for Ko having he best swing.

All time, I would take Snead's swing or even Mickey Wright.
But for modern day, I think I could watch Adam Scott's swing. As long as he doesn't talk. He has a wimpy voice.

Err not really Davie. There's much more to winning than having a good swing. Chipping, putting, strategy, mental aspect, even luck.

I know you were originally trying to be contrary, but the best swing isn't necessarily the one that gets the job done. A great swing coupled with poor decision making isn't going to get the job done.
