Well it's a bit of a League, in terms of one set of teams having to settle for a Challenge 'tournament' rather than a Champions tournament, and the demarcation of such being dependent on League position through a year.

But Munkian is talking about the 'helping out the little people' part of the supposed new way in European Club Rugby competition with that third level down Tournament.
