Pool A – Argentina, France, Ireland, Japan
Pool B – Australia, Georgia, New Zealand, Wales
Pool C – England, Fiji, Italy, South Africa
Semi-finals will be the pool winners, and the best runner-up.

Pool A is possibly OK depending on how you consider France(holders) and Ireland are performing, but the other 2 are brutal.

Isn't the whole point of the Junior World Championship to develop the players of tomorrow?
Therefore the 'kindest' pools are the ones that will stretch teams as that's what will develop players the most.
