Was he used as a scapegoat for English rugby by MJ, were his actions any worse than what was witnessed in NZ?

I thought the IRB declared the RWC was a Cipriani free time period. We need to wait until the end of the day Sunday to re-start the Cippy conversations.

Not in his Rebels form. He was dropped because he was a nightmare off of the pitch and because he was lightweight in defence when on it. Add to that he had one good game in an England shirt and that he was dropped ahead of his supposed debut the first time round as Ashton found out he'd been clubbing.
I've nothing against him returning to the England fold but the amount of work he needs to put in to get there is large and at the moment he doesn't seem inclined to do it.

Im sure the blues will be offering him a contract in a few months time. He wasnt banished from england, he made himslef unavailable first by opting to prioritise his club over the saxons and then by moving to australia. Where he wasnt able to atend training camps or games outside the irb window from. He wasnt picked for the eps because of a lack of form and poor performances on the pitch and a poor attitude toward training and the coaches. Thats far more relevant than his off the field behaviour. Its also rather a jump to assume that the on the field play was directly relatted to off the field incidents and the way the media span them.
Since he last played for england hes not done anything on the pitch to suggest hes really that desrving of a place back. He certainly needsa to be back in england before hes even worth thinking about.
