Rugby as a World sport? You've got to be joking...
Since professionalism (and before), rugby has created an impenetrable web of cartels which as they stand, will forever resist any change to the cosy, comfortable few.
The apex of the game is the RWC which selects its top twelve sides from the previous WC.
The Hemispheres have closely ring-fenced competitions which allow no automatic right of admission.
I draw a line:

The Countries have mostly no or at best restricted access to their top leagues
