Any new laws should be led by newly retired international players and current coaches.
Newly retired players will know what the game's faults are and current coaches will know how to negate the new proposals.

Ah. But at least suggestions about laws can be couched in terms designed to foil (or make it difficult) the coaches' plans for undermining them.
