Un blocked my phone?

The other day I connected my Samsung Galaxy s2 phone to my PC to transfer some photos to my computer and came across this file that said Blocked data.
Now my phone was Blocked as I hadn't paid the bill so could not ring out and could not use text or the internet but once I deleted this file it let me ring out and use my text and internet as normal.
So the question is have i found away of unblocking my phone, have any of you guy's or gal's managed to do the same?
