Re: Argentina to win a world cup?
No, not yet imo.
They will always produce the odd one or two great players but without a domestic pro league in Argentina they will struggle to have enough strength and depth to beat the likes of NZ, SA, AUS, ENG and FRA over the course of a RWC.
But hey you never know?

Re: Argentina to win a world cup?
It's worth noting, without disrespect to Argentina, that the last two world cup outings considered successes both involved beating Scotland as their key game before the game they lost. In 2007 they played in the QF before losing the SF and in 2011 they beat Scotland in the pool stage.
Not to say Scotland are a woeful team, but their composure is pretty woeful for teams they *should* marginally beat. Arguably these days Argentina could be considered a better team than Scotland but the lack of wins against SH opposition (and let's include England as it will be in England) will be worrying and mean its not enough to win this particular WC or , really , make it to the semis.
I understand in 2007 Arg actually beat Ireand and then France twice to claim 3rd spot but if you go watch those matches their opposition was a little cold on all occasions compared to what they would have to face in the latter stages of a WC.
2015 is too soon but they will perform well, 2019 is too soon but they could nick another SF this time not having to beat Scotland to do it. By 2023 they might be up there in contention to win it.
(By the way I'm Scottish , which is why I can say that beating Scotland I don't think should be classed as the same level of achievement had they put away a strong Wales, Ireland or England at those stages of the WC)
