Yes definitely.
It will force the prices of foreign players up which will do two things.
1. Encourage domestics
2. Keep foreigns (and therefore cash) important for longer.

An interesting variation, although no reason why you can't just do that anyway.
Except I guess you could be comitting yourself to selling the player, even if you don't get as much as you wanted
