Ricky Burns Empty Ricky Burns

On the pre fight material it says they are fighting at lightweight. Ricky Burns weighed in at 9st 12 lb and his opponent at 9 st 11lb 6oz. They both seem to be over the lightweight limit of 135...Can anyone explain this please?
