South Africa's sports minister has banned four of the country's sport federations from bidding for major international tournaments after they failed to create enough opportunities for black players.

Rugby, cricket, athletics and netball are the affected federations.

The South African Rugby Union had announced it would bid for the 2023 Rugby World Cup by the June deadline.




But minister Fikile Mbalula says the ban is in place for at least a year.

The South African government has long encouraged the country's main sport to create more opportunities for black players.

The country's five major sports federations agreed on various transformation targets with the government in 2014, but football was the only one to meet its target.

Its a big rainbow bluff.  

Generate publicity - once again - for South Africa.  Make the world look again at the tensions there (admittedly real in a world full of real tensions - including even in Europe itself) - get the old sympathy vote shedding an emotive tear again...and Bob is your Uncle - you've landed the Rugby World Cup again to calm the situation and spread the international message of Lurve that sport (and big big money deals) can bring.....

It's a cracker really.

We should ban Best from the Irish team until he burns his British Passport!!!!   Rory - you is OWTH! (it's only until we get the World Cup Rory.... so keep your spirits up)

The initial introduction of the rule was a joke but now the sports minister has not only harmed his country's economy but also a great opportunity to draw black players into the game. Chester Williams was a great ambassador for the game in SA back in 1995 and plenty cite him as a reason for playing the game now a chance to create a new role model is taken away through ignorance and short sighted politicking

Thank god for that. These quotas are against everything sport stands for and not only should SA not be able to host World cups, they should be banned from competing in any test matches until sense prevails on this issue.

It's the people that want the quotas that are doing the 'banning' though, isn't it? They can lift the ban anytime they want.... and probably will try to strategically do just that right before any decision is made on 'hosting' Then they'll be thanked for 'doing the right thing' by getting the gig. Even now there'll be under the bench talking going on between South African ministers and World Rugby to 'clarify' things.....

There have been plenty speaking up about it and I think its unfair to call it racism. Its intentioned to bring a balance to things like NI had and still have in parts and the US had with affirmative action. The problem is that here its cheap politicking, they want more blacks playing in teams, in a sport that is majority white because of the grassroots setup, which last time I checked they had not bothered addressing and would actually make the game more accessible to black communities.

South African Minister of Sport, Fikile Mbalula has revoked SA Rugby's right to host international tournaments for failing to meet its agreed transformation targets.

In releasing the Eminent Persons Group Report on sport transformation on Monday, Mbalula revoked the hosting rights of SA Rugby, Athletics South Africa, Cricket South Africa and Netball South Africa.

The findings and outcomes of the report were presented to the 19 federations and the South African public for scrutiny, while providing the sporting codes with the opportunity to revert to Mbalula with 'individual barometers clearly spelling out transformation targets covering the next five years'.

The decision throws SA Rugby's bid to host the 2023 World Cup into jeopardy.

Mbalula stated that in the event of a federation failing to meet its own set transformation targets, it is within his right and prerogative to consider applying any of the following penalties.

He may suspend or withdraw government’s funding to the said federation due to non-compliance. He may withdraw government’s recognition of the particular federation as a national federation, "whereafter I will publish such a decision in the government gazette."

In essence, Mbalula may also revoke the privilege of a federation to host and bid for major and mega international tournaments in South Africa and withdraw recognition of the said federation.

The sports minister may withdraw the federation’s opportunity to be awarded national colours via SASCOC to players who participate under the auspices of that particular federation in order to represent the country, both locally and internationally.

Mbalula may also terminate the relationship and any cooperation between Sports & Recreation South Africa and the said federation due to non-compliance.

Finally he may also withdraw political support and endorsements for sponsorships.

"I am applying these measures informed by the urgent task for the sport sector to reconstruct the fragmented and deeply discriminatory sport and recreation landscape by establishing a unified sports system that is underpinned by the principles of democracy, equity, transparency, demographic representation, access and increased participation," Mbalula told SA Rugby Magazine.

Mbalula added that he would review the decision when considering the results of the 2016/17 transformation barometer.

Correct, and I would go on further to say.

A Rugby World cup hosting bid, requiring the support of the ANC is going to make Rugby even more the perfect whipping boy.

SARU doesn't really want quotas...quotas are being imposed by the government...and they are official. The government has insisted on 50% non-white players by 2019 world cup...

Well then world rugby has to act, whether or not the SARU wants this or not. This simply cannot be let happen to SA rugby.

I think the SA govt has shown that it means business.  None or hardly any of previous targets were met so time to put the steel-capped boots on.

I don't see how any intervention by WR would help unfortunately. They could hardly go around ordering a national government to drop policies and aside from simply barring SA from playing test rugby altogether (an extreme option which might make a statement but not necessarily create a political u-turn) I don't see what else they can do.

Do they mean business in the same way they meant business withdrawing from the last RWC? It's all political posturing to assuage the masses and them blame the traditional structure of intransigence.

They have no more credibility on this stance than they have in telling the world their country is safe.
