Whichever slot Mata isn't in I would say. If he's playing AM then a better LW, if he's playing LW then a better AM. Also DM wise I don't think you're overly strong.

Similar to my league Beer though there's a 150 word count on tactics (excluding formation/subs). Bonus wise that'd be down to Olly once he's on.

Domestically as normal.
For foreigns you have 1 bid per day.
You have to put forward your offer for the player on the page with reasoning behind why that player would join your club, it's meant to be realistic though in if the player or club would then accept it (this can cause some to get heated if the offer is turned down). So Messi won't sign for you but you can probably get a decent player from a Europa League club akin to how Newcastle usually operate in RL.

Oscar - Joined in RL so a cert to get if pay the right price, may be limited though for game time.
De Rossi - Just won't get, he's Roma for life.
Javi Martinez - Will cost a LOT based on what he went to Bayern for. Does though have the benefit of playing DM or CB.
Javi Garcia - At Liverpool in this league
Moutinho - Great player but needed the move in RL to Spurs, bit off the radar at Porto unless they have a good CL campaign.
Vidal - Amazing player but can't see him leaving Juve.
Gotze - Coming back to full form, I'd say yes in a month's time but may now be a touch early especially as he'd cost 30m+
Sneijder - Badly out of form in the league last season, value diminishing day by day
Ganso - Just agreed to join Sao Paulo in RL, was injured for a long time, AVOID

I'd be dumping Veloso from the team myself, his rating is based on FM08 only, in RL he's moved to the Ukranian league.

To Be honest Olly, I want to do tactics as I've worked hard on improving Southampton these past couple of weeks. It's not an issue if somebody could help me out and spend 5 minutes doing injuries. Like I said I'm not waiting around until 10pm (After CL) to get started as I have work and all that tomorrow. Wednesday/Thursday's are very hectic for me so could do with this small favour!!!!

Did you predict Enigma so I know whetehr to give you three or four injuries?

Sorry the Villa ones are harsh, might have to find a cheap GK in releases or something.

Where in the rules does it say you can't make 1 week loan signings? If this is supposed to be realistic, then surly you are allowed to make emergency loan signings?
