Seems you're bang on there... aside from the date it's going to be in June not July!
It seems a bit of a farce that Haye announces his return but won't give us the name of his opponent. He talks about targeting a world title shot and fighting his way to one but he needs to give us something to get excited about by fighting someone of a decent calibre. If he's not fighting an Arreola, Adamek, Pulev, Povetkin etc, then he isn't really showing us anything that makes him deserve the title shot he is chasing.

Rumours of the impending comeback of “The Hayemaker” have circulated on the web in recent days and have now been confirmed at a press conference held in London.
The 32 year old Bermondsey fighter will return to the Manchester Arena on June 29th against an unnamed opponent. The opponent is likely to be ranked, in the top 10, by at least one of the major sanctioning bodies.
The former WBA Champion stated: "I want to put myself in the position to take the world title."
"I've been waiting for the phone to ring from Team Klitschko but it hasn't happened. Their path doesn't include me this year."
"Instead of sitting around waiting, I want to get back in there. People want me back and they'll be able to see it on June 29."

In the telegraph article the other day, it said that it would be a co-promotion with Warren on boxnation.
I think that is the most likely route, although David might ask for too much money. Channel 5 if its Fury? (It wont be!)

No MEN, but it was night before Remembrance Sunday if I remember correctly, so I don't think he would have been promoting in January. it must be from promoting the Ruiz fight. The picture is on the bbc pics of the day 26 th jan 2010

i hope it is Adamek. haye has badmouthed him a lot in the past so could be interesting. adamek is certainly in the top 10 heavies too, so a good test to see where haye is at. i expect this is building towards a showdown with his mate povetkin though, so maybe he will just take an easy fight to set that up.

He obviously had Thompson or Fury on his mind and it didn't happen because nobody could listen to him and Booth long enough to do a deal.

Strange that no opponent was announced. Makes the situation all pretty underwhelming. There's really no obvious choice here, and it doesn't sounds as if any deal with a specific fighter has been particularly well developed.
The best fights are Adamek, Povetkin, and Arreola I think. Adamek would be my choice. I'd love to see if Haye could KO him. It would be a great statement if he could.
Anyway, despite the Haye bashing that goes on here, I'm behind him as a high quality and often entertaining British fighter. I'm also glad he seems to want to fight his way in to contention now. I firmly believe that he's the 'best of the rest' in the HW division, and a fight with Vitali at this stage in his career is intriguing enough to make a big HW macthup.

Charr is becoming fairly adamant on twitter that he is in negotiations with booth and haye. Wonder if there is any truth in it or if he is just trying to talk his way into a fight. If it is charr id expect a fairly easy night for haye.
With regards to povetkin id imagine if he is finally ready to wlad he wont risk a fight with hayenow. Money aside he has more to lose than win.

The defeat to Thompson was the only setback for British and Commonwealth champion Price in 16 professional battles.
“There was a rematch clause in the original contract, but it was still far from easy to make it happen. Because it was such a big win for Thompson there was a lot of interest in him from rival promoters, but we got there and he has signed," explained Maloney.
“There were other options for David also, but he and his trainer Franny Smith were adamant they wanted Thompson again. There have been a lot of nasty things said about David since the first Thompson bout, but this proves his fighting heart. Not many fighters have begged me to jump straight back in with someone who has beaten them."
“The fans in Liverpool have been magnificent to David over the last 12 months and I am sure they will respond and get behind the fight.”

Speculation around the boards is Haye v Jonathon Banks.
Banks is ranked number 3 by the WBC.
The loser of Arreola v Strierne will drop down the ranks so if Haye beat Banks it would look like this:
Champ: Vitali
No.1 Arreola v Strierne winner
No.2 Haye
Vitali then retires and Haye fights Arreola or Stiverne for the WBC strap.
Then a rematch with Wlad.
