If Italy transgress, yes he should.
Plenty of transgressions not penalised ... e.g. Joseph pulled down off the ball when they intercepted and nearly went through just one example

He is an incredible player, but I can see him being shifted to the wing or something to bring Tuilagi back in at 13.
