Difficult. Hard not to vote for Elvis, but not much to choose between the other three. Interestingly all four are predominantly 1970s or earlier, so it unlikely many posters will have personal knowledge of how each act captured the zeitgeist of their day.
Probably depends on personal preference for guitar gods, singer-songwriters or bands. Went for Bob Dylan.

Opposite thinking to you, discounted Elvis first as don't think his music has aged very well in comparison to the others; Dylan as a wordsmith and the Rolling Stones for their prolonged brilliance.

Went for Bob Dylan as well, Mr Tambourine Man is a candidate for the greatest song ever. Elvis as a second choice. Never really took to either of the others.

As a musical artist it's Dylan by a North Country mile.
Elvis didn't write his songs and barely played an instrument.
Hendrix burnt brightly but briefly and I don't recall Dylan covering one of his songs.
I can't vote for the Rolling Stones for reasons I've already stated despite the fact I like their music.
