Q for you guys, Hoilett is eligible for Canada, England and Jamaica, he hasn't gained a cap yet for anyone so would he qualify on the Brit rule?

A player qualifies as British if they are eligible to play for the national sides of England, Wales, Scotland or Northern Ireland.
That's the rule on the cup rules.
Therefore, as long as he is eligible for England, he counts towards the Brit rule IMO.

Vertonghen is as much a DM as a CB Viva. I personally would be playing him there
He plays DM more for Ajax, but for the Dutch national team, there are stronger players ahead of him in that position, so he only gets international games at CB
