The current quality of 9s in the world is pretty poor though.. I would still place the likes of Parra, Hougaard and Genia above Phillips though. Phillips is the best choice of the home nations (with Blair maybe challenging).

Parra and Yachvilli are both up there, Phillips a different player but he gets results.
RE Lions if Care sorts himself out outside of the game he would be worth a shout, as would an in form Youngs. Murray, Reddan and O'Leary have their days too... Cusiter, and Blair are both great players too... In Wales there are a number o youngsters nipping at the heals, Gareth Davies, Rhys Webb, Lloyd Williams and soon to be fit Tavis Knoyle...
There is plenty of guys putting their hand up for the second and third spot.
