Weir also screwed up a simple two on one scoring opportunity in one of the earlier games when he failed to pass to Lamont. This is what worries me, should a truly good stand off not find these decisions instinctive in a game situation? Can you be coached to make the right call during a game?

I think certain players will have a certain level of "instinct", that can't be coached IMO. Stuff like passing, fitness, strength, pace, conditioning all can be. Being able to read the game and make snap decisions is something that hasn't mcome easily to Scottish flyhalfs for a very long time.
