Care didn't block Laidlaw. The analysts covered that. He was standing in a normal position, didn't change and Laidlaw chose to play with him and missed Billy.

That's a good question. I was thinking the same thing. According to ESPN's stats, Farrell has 5 touches: 1 kick, 3 passes, 1 run (3 metres). Only one run by an Inside Centre in the first half. Two penalties in a row against the attacking side and both were pretty mundane. Poor refereeing, need to let the game flow if it is not clearly affecting the play.
