Don't a few referees have a degree of arrogance? Look at how Nigel Owens condescends players, yet people think it's brilliant. He also has zero clue of the scrum etc.
I find Owens tends to explain his decisions when questioned while Barnes just gives something along the lines off "no, I'm right now go away". That said I don't watch much English club rugby so maybe it's just that he never liked Paul O'Connell.
He's just as bad in the prem ...

That is the sign of a particularly poor referee. Yes, you need to adapt to the referee, but if the referee is allowing one side to do one thing and penalising the other side for the same then there is very little that can be done.
I have to agree that Barnes is particularly poor in this area. Some of the SA referees are the same.

I can't see how France will win this given it's not like Barnes penalises Wales a lot and France ran out of ideas in attack.
