They're called laws.
I know them cos I referee.
They may say things about the arriving players supporting their own body weight, or the tackler first getting back to his feet before playing the ball. By definition the tackler has gone to ground so isn't supporting his own weight.

I suggest you read the laws of the game, the ref has now given 3 penalties for that offence.

Yawn. The kick didnt benefit Wales (was it deflected?) so ref has to go back to the penalty otherwise what's the point of earning a penalty..
As for the tackler rule, thank you very much. It happens on both sides but those are thin margins and welsh tacklers in the 1H were more efficient and quicker than the english one so got away more easily.

wouldnt want you refereeing one of my games. doesnt matter if its tackler, 2nd tackler or guy entering a ruck, they cant lie on players on the ground and play the ball

It wasn't a penalty, it was a knock on, so therefore advantage is over once you kick it.

"All other players" (i.e. neither the tackler nor the tackled player) being the key phrase. I.e. doesn't refer to the tackler. As I said, the concept of a tackler not supporting his weight makes no sense. By definition a tackler has gone to ground.
Yellow card entirely correct BTW. Blatant penalty in the red zone. Good decision.
