Are there any software licensing issues that arise from a hard brexit for you? I know a lot of licenses become invalid immediately in a no deal scenario but not sure about software.

Not really TBH Shah, EMEA as a geographical region is still intact, there maybe some issues arising tax wise which limit procurement, most large software companies will use it as an excuse to price hike, but the vast majority are US based companies, Japanese, or UK all with UK bases.  So the licensing I would imagine wont change much.

The biggest impact, I would guess is going to be in cloud SaaS, PaaS and IaaS because of data regs, GDPR, and safe harbour rulings which may affect certain licence terms.

I was wondering more about UK based companies with EU offices, does the license you agree to grant to the UK office cover the entire company or just the UK subsidiary?

Depends on Licence terms, usually enterprise wide agreements, cover all agreed subsidiaries, and the region classification is based geographically, which even with the hardest of Brexit, we are not floating away.

So in the instances of Enterprise licences for companies wih EU based offices, it will not affect it, barring for Excise and taxations which will prohibit where licences bought outside the UK, can be used.

I'm not too sure about that mate, not sure how closely you've been following it but there is a fundamental misunderstanding by UKG about how the EU works and a vast overestimation of our ability to handle the crap coming our way. I know negotiations are largely guff till the last two weeks or so but it's at the point where Davis hasn't even realised that you cant negotiate with individual states or that major adjustment to the Efta/EEA framework requires EU approval anyway so bypassing the commission is a fool's errand. You know more about this than me mate, so I will bow down to your knowledge, but I also see, day to day, the creative ways large multinationals get around political testes, which in turn limits the impact.
