I'd go Kaepernick if you need the win. Can't see Flacco getting a big score. Go for broke unless you think the rest of your team can carry Flacco to the win.

Vereen may get a few receiving yards though and will be dangerous in the endzone.
Bell and Moreno are most likely to be consistent in the running game.
