But in the case of Ireland A the rules are clear cut.
If someone plays any fixture for Ireland A they are tied.
The fact that this only applies to one particular fixture for Wales U20s and even then, only sometimes for that fixture is just silly.
May as well say,
"If you play for Wales A(or equivilant) when there is a full moon, you are tied but not at any other time!"
Do Wales even want him or was it a case of just not letting anyone else have him?

Should Wales have just let it go ? but one day we may not want a player to go where would we stand then.
Wales did not make the rules we just used the rules that are available,
If you play another U20s designated side then you are tied they are the rules and players should know that.

The fact that he would be on the Scotland 6 Nations squad if he had played against Ireland U20s, England U20s, Italy's U 20s (if they have one) or even ScotlandU20s just makes the rule nonsensical.
Accept it's sh!te rule. However, it's the rule as it stands and the parties knew this. He's played FOURTEEN times for Wales U20 so it's not a moments indecision. Say, George North decides he wants to play for England, he's still under 20 isn't ? Do we bend the the rules for him ?

I went to see Doctor Knocker Naughton who is a dear old boy, one of yer own and a gent to boot, I'm particularly fond of him because if you say his name with the right tempo it sounds like the intro for "Honkey Tonk Women".
He sat me down and said "Right Philip, let's have a wee look at these results then. Oh! As far back as August was it?"
"Well I've been busy!" says I (in truth I just didn't want to rush it, you know?)
"Well, better late...." he trails off "Glucose good, Cholesterol spot on, kidneys fine, liver..... phhhhh...." at which point his eyebrows disappear into his hairline, this in no mean feat as Dr Naughton has a lot of face to wash if you get my drift?
"Well Philip, would you have had a drink the night before your tests, do you remember?"
Well I was always brought up not to lie, and especially not to quacks as it can have bad side effects, like death. So as he fixes me with his steely gaze and says nowt, I starts to panic ever such a little. I'm hoping he hasn't caught sight of the bead of sweat that's just broken out on me forehead, or spotted the sudden claret skintone my mush has adopted when I have a flash of brilliance, I dish up a curve ball.
"Ha, does Judith Chalmers shoite in a suitcase Doc?" I asked thus bamboozling him for almost an entire nanosecond.
"I've never really thought about it" he retorts "but you'll be back for another blood test next week."
The sneaky busterd tried to book me in for Monday morning, Monday morning! After a Heineken Cup weekend! I'm not having that so I say "Sorry Doc, Monday's not a good day for me."
"Hmmmm" he said sucking the end of his pen, "cleaning Judith Chalmers' suitcases are we?"
Took the wind right out of my feckin sails.
I managed to blag it out till Thursday at 10:35, so as from Monday morning I'm going dry for three whole feckin days and that hasn't happened since I was 12.
They'd better have their game down tight on Thursday though, cause I doubt I'll be in the right frame of mind to be kept waiting. Clever feckers.

There are very many lads given U20 honours who never get anywhere near a full international or "A" cap.

The year before the French U20s was not their designated second team but in 2011 it was.
If Loxton and Jarvis had played against France in 2011 they would be tied to Wales.

Penfro, thats ridiculous. A full international cap is different from an U20s cap. North has been capped for Wales. And an A cap.
Basically, it's not senior rugby. And it should not be treated as such, especially when the player in question declined to sign a declaration tying him to Wales with the erroneous belief that this would leave him open to pursue other options at international level. Was he advised if he didn't sign he could?
As the rules stand, Shingler should not be allowed to play for Scotland. Morally, Shingler should be afforded the same right to choose his nation than any of his peers in the Ireland U20s, England U20s, Scotland U20s. It is patently unjust to have one rule for some and a different rule for others.
I suspect the law will be overturned and he will be allowed to play for Scotland because it's not clear that France do or do not have an A side. They entered a team into the Churchill Cup in 2010. Shinglers cap against France U20 took place in 2010.

Mrs P it was not up to Wales to let it go the rules are there and if Wales had knowingly let it go then we would have let a ineligible player represent another country and we would have been fined for it

European Union "restriction of trade" Law will be the one I reckon - they get paid for playing Tests so it's pretty clear the IRB are restricting his ability to work.

At least for Wales there are only a few games that we can tie players but in your case you have far more opportunities to tie in players.

I don't see how anyone can blame Wales for this mess, it's down to the IRB for allowing Wales, France, whoever to designate an age grade team as their next senior side.

If it helps I think a player who gets capped for a nation at underage level should be tied to that nation at underage level.

I'm no legal beagle but I think it's a case to be answered on a legal basis, the moral basis is somewhat more straightforward I think.

As I said Penfro, for me it is not about whether the player is too young to make the choice it is that there are too many lads having to make that choice who have no chance of a full international cap.
U20 has the best of probably tow birth years of players.
To get a proper A cap you have to rise to the top of a much much bigger pool of players, SENIOR PLAYERS, and so have already proved that you are capable of a full senior cap.

If we want to bring age into it then A sides should not be allowed to play players under 20.

On the Shingler thang. Its quite boring tbh, but, the EU does have a say on this. And, it transcends all others. Ask Bosman.
The whole blame lies with the IRB. They are Rugby's governing body. They, and they alone, are responsible to nail-down strict qualifcation rules with NO loopholes. And the French in this particular case - are a joke.
Sort it out IRB. Make it so. No exceptions.
Or this will get out of hand as the game grows.

Imagine the threads if this was about a Samoan/Fijian lad who was capped at U20s level for New Zealand and then wasn't good enough to go any further.

Yeah MrsP, my doc did the 2 fingers test. On my liver that is. Said if it is down below the rib-cage - it is swollen. They can also check for scarring electronically.
The liver is a remarkable organ. Given the chance, it can renew itself. But, there is a sell-by date if too much damage is done.

I have to say it hilarious watching folks try to convince us of their "extremely modest" intake of alcohol and that they have stopped the fags "ages ago".
I did once challenge a "frequent flyer" who had not long returned to consciousness from the night before's indulgence, about his claim to have only consumed a pint or possibly 2, with,
"Of what, Vodka?"
