I don't know a lot about the whole finance side of things, know a bit but not a lot. As to why USA get away with it god knows. I'm going to try and use a football/soccer analogy here. Man Utd and City are in tons of debt but will not go to the wall while portsmouth are lower league clubs might.
Is it the case of the big boys being secure? Possibly, as Barca are also fecied and Britian are in a dodgy state as well.
The whole asterisk Micko was talking about should be added to all this talk though!

I heard something stupid the other day (it was on Total Wipeout, so maybe I shouldn't be surprised): 'Winners make things happen, losers let things happen'. Well that's not true. I've seen plenty of matches where the losers have made their own defeats come about. Not just Dragons matches, either.

Nah I think you'll do OK, could get a HEC place. Your backrow (let's say 6- Haskell, 7- Poff, 8- Johnson, with cover in Launchbury, Everard, du Plessis, Jones and Vunipola) is as good as any and you have some real weapons out wide. Just up front is weak and maybe 9/10 though SJ might help there.
